Woodward Township Police have filed charges against Jesse Charles Shields following a child abuse investigation initiated by a complaint from Clinton County Children and Youth Services.

According to police, the complaint involved a possible child abuse incident concerning a 7-year-old juvenile. After a lengthy investigation, authorities determined that Shields allegedly struck the child about the head and body, resulting in bruising and other injuries.

As a result of the investigation, Shields was charged with Simple Assault and Harassment. A summons was filed at the office of District Judge Kibler. The incident reportedly occurred at 127 Woodward Avenue, Lock Haven, and the arrest date is listed as January 9, 2026. The case is referenced under Incident ID 25-574 and categorized as Assault – Other.
